What is the most effective study plan for openings?

i can assure you that e5 or sicilian or london or any mainline openings that gm regularly play (presently) will never become unreliable so you can go all in
The Scandinavian is a trash opening.
You should change it 100%.

It doesn’t surprise me that you can’t improve using such a dumpster line.
I recommend trying out a Caro-Kan just because it has similar pawn structures at times.
It's too harsh to call Scandinavian a "trash opening". But coaches often discourage their students from playing it because "it supports certain bad habits that are wrong but in Scandinavian you can get away with them". (Not an exact quote but that was the idea.)
interesting question posted. The most qualified and able to help will not bother commenting, those of us that offer a comment, unfortunately are unable to help. Sorry, sounds pessimistic, but is realistic. And as you can see my post is of no help.

That is true. In these forums a 1500 rated player can advise a 2300 rated player that understanding principles (like controlling the centre) is more useful than memorising lines.
STOP worrying about theory (unless its the najdorf or grunfeld, and maybe some others). pick the oppening you prefer and study some games on it preferably with anotation, and take it further study the common pawn structures from them position, typical tactics, look at miniatures (games under 30 to see the common mistakes. One of my favourite things to do).
And now you are ready to look the theory!

PS: I'm rubbish so take with a grain of salt what I said.
