Of course not. Admins could not do it as the rating calculation is a rigidly defined formula. Median moves around because entering player have rating of 1500 regardless of their skill hence if they are weaker they will share some of those extra point to resto of the pool and if stronger they will pull some of the points from rest of the pool. But only fraction as in calculation their RD is high .i.e they loose/win more points than their opponent wins/looses.
Which is easy enoug to observe if look the rating distribution of the site. All of them have median of about 1500.
and it does not matter or mean anything. Ratings are relative. It does not measure you skill but you skill relative to other players.
