Whites squares are too weak especially after c3. c3 block both your bishop and knight so I don't believe it's recommanded.
9. Bxd3 : you don't want to trade your powerful bishop here. Bc1 followed by Ke1 would have been better.

my thoughts, after seeing the position at move 10, are that something has gone terribly wrong for white in these first 10 moves

Yes, 8. c3 was a very weakening move. I'd prefer to play d3 to deny any Black piece that post on e4. Or develop the knight to c3. And if some piece landed on e4, kick it with e3 then.
Also Ne5 looks appealing to increase the potential of the knight and bishop on e2 and also cover g4 square.
